Warren-Newport Public Library District Board of Trustees Committee Report Form Committee: Policy Committee Date and Location of Meeting: Monday, April 13 2015, McCullough Board Room Members Attending: Sheldon, Livergood, Beckwith Also: Kotsinis, Reese, Sills, Beda Summary of Meeting: The meeting was called to order at 7:00 p.m. Six citizens were present. There was no public comment. Trustee Farr Capizzi arrived at 7:20. Policy 3063 Unattended Children: Grammar and word clarity changes. Change of minimum age for children to be left alone in the library – from 8 to 10. Change in minimum age of a person responsible for other children at the library – from 12 to 16; that person must remain with the child. Additional criteria for unattended children: must be able to tell library staff their full name, parent or caregiver’s name, and parent or caregiver’s phone number upon request. Police will be called at closing for unattended children under age 14. Policy 1001 Bylaws: Grammar, format, and word clarity changes. Section 3.02: Any four trustees can call a Special Meeting. To comply with statute 75 ILCS 16/30-50(a). Section 3.06: Add safety instructions to Order of Business. Section 6.03: Committee appointments of citizen members shall be made with approval of the Committee Chair and the approval of the majority of the Board. Policy 1045 Minutes and Recordings of Executive Sessions: Grammar, format, and word clarity changes. Add reporting if exec session minutes/recordings are reviewed by a trustee or duplicated for OMA review. Form appended. Removed Board roster from forms in this policy. Policy 4045 Social Media: Grammar, format, and word clarity changes. Article 4: Replace specific list of what may be removed with a more general statement. Policy 3055 Display and Literature Distribution: Recap from March: Article 1: Eliminated references to political and religious speech. Approved by Attorney Lenzini (PL). Articles 2 and 3: Distinguished between Display Case and Collection Cases. Removed the prohibition of unspecified “solicitation.” Solicitation of signatures now addressed in Article 5; selling already prohibited in Policy 3060. Approved by PL with a reservation about distinguishing between display vs. collection cases. Article 4: Removed references to political and religious notices. Commercial notices are prohibited. Approved by PL. Article 5: A brand new article attempting to balance the rights of petitioners/leaflet distributors against the rights of patrons. Written with advice from PL. What’s Next?
