Warren-Newport Public Library District Lake County, Illinois Board of Trustees Policy 4010 Friends of the Library Adopted: April 12, 2005 Reviewed/Revised: November 20, 2012; November 19, 2013; June 16, 2015; February 20, 2018; July 19, 2022 ARTICLE 1. PHILOSOPHY The Board of Trustees of the Warren-Newport Public Library District (WNPLD) believes that the Friends of the Warren-Newport Public Library (FOL) is a worthwhile community organization and is of benefit to WNPLD. ARTICLE 2. AUTONOMY The Board understands and acknowledges the following: • FOL is an organization independent of WNPLD. • FOL has its own Board, goals, and purposes. • FOL has no authority to act on behalf of WNPLD. • FOL is an organization comprised solely of volunteers distinct and separate from WNPLD personnel and the Board of Trustees. • In order to avoid a conflict of interest, Trustees who are also FOL members shall refrain from voting on all matters before FOL. ARTICLE 3. FINANCIAL Operating expenses of WNPLD are provided through allocation of tax monies that are audited by an independent auditor. FOL funds and WNPLD funds shall not be commingled or integrated except that donations to WNPLD from FOL may be accepted by the Board, whereupon such donations shall become solely the funds of the WNPLD. FOL may restrict or limit the use of FOL donations; such gifts shall be kept as separate funds for WNPLD audit and bookkeeping purposes. ARTICLE 4. COOPERATION The Board wishes to cooperate with FOL on all FOL activities that are consistent with the goals, interests, and mission of WNPLD. Library personnel may perform duties or functions on behalf of FOL when they are authorized to do so by the Executive Director or their designee. _________________________________________
